Why are some letters not small?

Unicode has no superscript q and only 17 subscript letters, so those characters stay normal size. The coverage calculator shows exactly which of your letters are affected.

Is small text the same as a smaller font size?

No, small text is a different set of Unicode characters, not a font-size change. That is why it works in apps without a size setting.

Can I use small text on Instagram?

Yes, superscript and small caps work in Instagram bios, names and captions. Very small text is hard to read on phones, so keep it short.

What is the smallest text I can copy?

Superscript and subscript are the smallest; both are about two-thirds the height of normal letters. Subscript also sits lower, so it looks even tinier.
